The severity of the earthquake has been unexpected and our programme is currently focusing on providing water, sanitation, shelter, food and livelihoods to thousands of people affected by this disaster. We are also in the process of developing our strategy to ensure we address the longer-term rehabilitation needs in the earthquake-affected areas.
The role
We are looking for an experienced programme manager to take overall management and co-ordination of the earthquake response programme. You will lead the development of the earthquake programme strategy in line with Oxfam standards and 'best practice'.
In addition, you will be responsible for monitoring and overseeing budgets, staff management and building and developing cross- agency relationships, including liaising with other internal branches within the Oxfam international family.
What we are looking for
You will bring 5 years' relevant experience in programme development and management, including humanitarian response. Strong leadership and interpersonal skills to work in this sensitive context will be essential. You will need proven skills in the management of staff, teams, budgets and funding and actively demonstrate an understanding of the political and socio-economic situation in Pakistan. A commitment to Oxfam's values with the ability to integrate gender at all levels of analysis and programme delivery is key to this position.

Project Director, Pakistan
IRC is seeking a Project Director to implement the Post-earthquake Health Recovery Program in North West Frontier Province (NWFP) and Pakistan-administered Kashmir (AJK) in Pakistan. The project is for four years and focuses on achieving 3 main objectives:
1. Improving financial and human resource management and capacities to strengthen primary healthcare;
2. Improving of access to and quality of primary healthcare services; and,
3. Increasing communities’ demand for quality health services.
Job Summary
The Project Director is responsible for ensuring implementation in accordance with the cooperative agreement, USAID regulations, and internationally recognized health program standards. The Project Director will be the primary representational link with USAID staff. The Project Director will work closely with the USAID Mission to provide project updates, discuss strategies, obstacles, performance plans, and indicator success. The Project Director will liaise with USAID contracting officers, technical support staff and outside contractors. The Project Director will represent the project to all key stakeholders, government officials and donors at coordination and other related seminars and meetings. The Project Director will ensure that project initiatives adequately address the needs of the beneficiary population in the most cost-effective manner.
Responsibilities:
-Provide leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;
-Prepare, in coordination with key project staff, strategic workplans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
-Manage the overall project by planning, monitoring and evaluating project activities in accordance with the cooperative agreement;
-Manage sub-agreement partners and ensure coordinated inputs and technical/managerial quality from all partners/collaborators;
-Work with all key staff to identify technical assistance needs and arrange for the provision of assistance;
-Provide financial and technical management to ensure the best use of resources by preparing sound budgets, monitoring project expenses and ensuring timely submission of financial reports to the donor;
-Report to USAID through both formal and informal debriefings, annual and semi-annual reports;
-Maintain an on-going dialogue with the USAID CTO and respond timely to CTO's inquiries;
-Manage a solid cooperation with partner organizations and government officials;
-Manage external relations by representing the project and the organization in the public and ensuring the distribution of information about project achievements and lessons learned;
-Manage project properties according to IRC and USAID regulations;
-Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility and show initiative;
Requirements
-Advanced degree in public health, social sciences, international relations or other relevant field;
-At least 10 years relevant professional experience managing and implementing large multi-year healthcare programs in developing countries and complex settings;
-Relevant professional experience in South Asia;
-Demonstrated understanding of the education sector in African countries;
-Experience managing staff;
-Past experience working with international donors on development programs;
-Excellent knowledge of USAID rules and regulations
